2010 GENERAL TRACK RULES

 

NOTE: VARNEY MOTOR SPEEDWAY MANAGEMENT RESERVES THE RIGHT TO ACCEPT OR DENY ANY MEMBERSHIP, ENTRY, ADMISSION FEE, OR PARTICIPATION, IN ANY RACING EVENT.

ENTRY OR ADMISSION FEE, AND ACCEPTANCE OF ACCOMPANYING PRIVILEGES SHALL BE A SIGN OF FULL ACKNOWLEDGEMENT BY YOU OF ACCEPTANCE OF AND AGREEMENT TO ABIDE BY THE RULES AS OUTLINED IN THIS RULE BOOK. ANYONE ENTERING THE PIT AREA MUST SIGN A WAIVER RELEASE FORM AT THE GATE. ANYONE UNDER THE AGE OF 16 YEARS MUST SUPPLY VARNEY MOTOR SPEEDWAY WITH A PROPERLY SIGNED AND NOTARIZED MINOR RELEASE FORM BEFORE GAINING ENTRY TO ANY RESTRICTED AREA. (Form available at the office) ANY RULES OMITTED SHOULD BE BROUGHT TO THE ATTENTION OF THE TRACK OFFICIALS. THEIR DECISIONS ON ANY RULES ARE FINAL.

1. AGE RESTRICTION: Minimum age of a driver is 16 years of age unless parent or legal guardian signs a release.

2. DRINKING / DRUGS: No drinking of any alcoholic beverages or use of any none prescription drugs are allowed in the pit area prior to or during any racing event. Any person caught with alcohol or drugs about him/her will be removed from the pit area, and he/she will receive a further suspension after review by management. This suspension could include the person(s) not being allowed enter to the pit area or racing events at the Speedway for the balance of the season or more. Drivers are responsible for their crew and car owner(s).

3. RELEASE FORMS: Everyone entering the pit area must sign a release form. Anyone caught forging a name on any release form will be subject to possible criminal charges on top of any suspension imposed by track management.

4. BEHAVIOUR: All persons shall act in a professional manner at the track. Drivers are responsible for ensuring their car owners and crew members do likewise. No driver, car owner or crew member shall subject any track official or other drivers, car owners or crew members to abuse, ridicule or improper use of language at the track at any time. Anyone not conducting him or herself in a professional manner may have their car suspended for the balance of the race meet and lose all points and money accumulated for the event, along with any other suspension handed out by management. The driver also assumes responsibility for FAMILY MEMBERS and FRIENDS who attend the races in the pit area and subject anyone to abuse. Anyone assaulting any Speedway official at any time, prior to, during, or after any race meet will be dealt with by legal means, along with any other suspension imposed by track management.

5. CONDUCT: Anyone who, by word or deed, disrupts, impedes, jeopardizes or in any manner hinders the smooth and orderly presentation of the racing program, or anyone who commits, or causes to be committed, any action detrimental to the racing program at the Speedway, shall be held completely responsible for their actions and will be held personally responsible for any losses incurred by the Speedway. Also a lifetime suspension could be levied against the offender(s).  Any driver being suspended for a period of one week or more also has the car and number he/she was driving also suspended for the same period of time, thus the second driver or an “X” driver cannot run the car or number to keep it in the points.

6. FIGHTING OR ACTS DETRIMENTAL TO RACING: Anyone engaging in a fight on the track or in the pit area shall be subject to a minimum one year suspension from the date of the incident. If this person(s) are a driver, car owner or crew member all points and money accumulated by the car for the race meet will be lost along with all accumulated points for the season.  Also any driver deemed by track officials to be using his or her car as a weapon against another driver or anyone on or off the track will also receive a minimum one year suspension from the date of the incident.

7. DISPUTES: No individuals or representatives or any group will be recognized in any discussion or dispute unless he/she is a registered driver, and unless a protest form has been submitted.

8. ACCESS TO TRACK: No participants are allowed on the track at anytime either prior to, or during the race meet. Anyone on the track who is not authorized and are associated with a car at the track will force that car to be disqualified for the balance of the race meet.

9. OBEYING STARTER: No driver shall stop under the starter stand unless instructed to do so by the starter. Any driver who wilfully disobeys a flag or light signal will be subject to any penalty or suspension deemed appropriate by the starter or management. Minimum penalty will be disqualification for remainder of race event and loss of all points for the event.

10. DRIVING IN THE PITS: Any driver caught driving a car in a manner detrimental to the safety of other persons in the pit area shall be suspended for the remainder of the race event and lose all points and money for that event along with any other suspension handed out by track officials.  Any driver, car owner, crewmember or spectator caught driving any vehicle in a manner detrimental to the safety of other persons anywhere on the Speedway grounds may be removed from the Speedway along with any other suspension imposed by management.

11. DRIVER REGISTRATION: All cars and drivers must be registered with the Pit Steward along with details. It is the driver's responsibility to see that the Pit Steward handicapper is notified of any and all changes. Any registered driver may race in as many races as he/she chooses BUT the car number must race 80% of the races in anyone class to take part in the points fund pay out for that class. Secondary (X) registered driver is an option. The secondary driver must be registered to the car, and is non-transferable. Secondary drivers must have the minimum experience in the same division competing in - to qualify for his/her handicapped starting position. Drivers with lesser experience for the division competing must start in scratch position for the heats and feature race. A separate registration form must be completed and a registration fee for is required for each secondary driver.  Any penalty levied on a secondary driver will also penalize the primary driver. The substitute driver must qualify the car and place an X on the car. No car can be borrowed for any reason. The secondary driver's points that accumulate will go directly to the primary driver only. This rule will not apply for invitationals.
Failure to do so will result in the loss of all points and money earned for the complete racing meet. Only cars regularly competing and registered in their division are eligible for driver changes.

12. RACE RESULTS: When race results are announced and there is a question as to your announced finish, you must contact the Pit Steward within ten minutes so that a scoring recheck can be made. A decision will be made within one hour after completion of the final event. After the ten-minute period has elapsed all results are final and any complaint is to be registered with the Pit Steward in writing. At no time is a driver, car owner, or crew member to approach the scorekeepers or starters stand in order to dispute a decision, should this occur the car in question will be suspended for the balance of the race meet and lose all points and money accumulated for the event.  Should track officials put the finish of a race “under review” notice will be given over the PA system in the pits to advise the drivers of such.

13. LINE UP METHODS: Line-ups will be shown on the board before each race. It is the responsibility of each crew to place their car in the proper position in the line-up before the deadline. Late cars will fall to the back of the line-up. The deadline time for line-up position will be the showing of two laps to go in the preceding race. Any car not in the line at this time must start in the scratch position. Cars will proceed onto the track as soon as the checkered flag falls and the track is safe. Any car, which appears to be poorly driven or uncontrollable, will start in the scratch position until the starter or Pit Steward feels an acceptable performance has been reached. Rookie Rule: All rookies MUST start at the back of the pack until they feel comfortable, and until the Pit Steward feels they can perform with the field. Also ALL rookies must place a piece of yellow duct tape 24 inches long by 6 inches high on the rear of their car. This is to serve as a head's up to drivers coming up on you.

14. QUALIFIED CARS: Drivers may not borrow any car, and their car must race in the feature, or scratch it for the night. All cars competing in all of the race events at varney motor speedway will have a dropped night. The driver will be able to use the dropped night for any reason. if at the end of season a night was not used, the track will take away the worst points night. All points and money are awarded to the registered car number and driver or drivers.  Numbers may not be sold.  If the car is sold, the new owner must use a different number. If a driver wishes to have another driver and car run his/her number for one event the following conditions must be met: 1- the driver’s car was wrecked the event before. 2- The driver is medically unable to attend and race.  In both cases the car running the number will be considered an “X” car and will start at the back as per rule 11.

15. HANDICAPPING SYSTEM: On any race meet, all cars must be signed in at the pit shack at least 35 minutes prior to the scheduled first green flag of the night. Any cars signing in after this will have to run in scratch position for their first scheduled race. For all regular race meets of the season the starting positions will be determined by the car number’s three-week average. A car number missing an event for any of the three weeks will be awarded 90 points for each event for the sole purpose of the handicapping system only, these points will NOT be added to the cumulative year to date points awarded to the car number. The first race night of the season drawing of numbers will determine the line-up. Each car will race two heats. The second heat will be a reverse of the finish of the first heat. After the starting field has been determined, the management reserves the right to invert any number of positions they desire. Any new cars, or drivers missing a race meet, start in the scratch position.  A minimum of 14 cars are needed per class before we will split them for heat purposes.

15a. INVITATIONALS: For invitational races the top 20 - 24 cars will qualify through heats. Drawing numbers will determine the line up for the first heat. Each car will race two heats. The second heat will be in reverse order of start of the first heat. The remaining cars will qualify through a last chance race. If two or more cars are tied for points after the heat races, the car with the best finish in the first heat will receive the better starting position. After the starting field has been determined, the management reserves the right to invert any number of positions they desire. Black flags received during the race event will result in loss of points and money received.

 16. RAIN DATES: If it rains after the races have started, if all the heats are completed, feature runs will be ran at a date to be determined by management. Only the cars qualified from the rainout are eligible to run. (If a car was borrowed to start the heat the same car must be run in the feature or take last place points) The driver who was driving the qualified car in the rainout must drive in the feature. If one-half of the feature is run the race will be considered final. If not, the race will be resumed at a later date as the cars were running when the rainout occurred. If rain starts prior to race time, and the meet does not commence, no points or money will be awarded.

17. INJURIES: Any injury sustained at the track must be reported to the pit shack, race director or track promoter the same day.

18. INSPECTION: Any car is subject to full inspection at anytime. Failure to comply will result in disqualification for that race meet and a minimum fifty-point deduction. Heat winners (more if announced) in all classes except Trains and vans must report immediately to tech lane for inspection. Feature races in all classes except Trains and vans, a minimum of the top 3 (more if announced) must report to tech lane for inspection. You may not go to your pit first. Do not open your hood until instructed to do so. Failure to follow these rules may result in disqualification.

19. PRE-RACE SAFETY INSPECTION: All cars must have a pre-race safety inspection prior to practicing or racing at Varney Motor Speedway. All classes will have periodic safety inspections done on them. The classes to be inspected will be posted on the board before warm ups at each race meet. Inspection will be of the race ready car, driver's helmet and race apparel. Inspection of cars will take place at tech lane. Trains and vans will be inspected at their pit area. Non-regular classes visiting the track will be inspected by their regulatory body. The pre-race safety inspection in no way warrants the safety or technical compliance of the car.

20. PROTESTS AND APPEALS: All protests must be in writing and filed with the proper official at the time of suspected illegality. Statements must include the number and name of the driver to be inspected, with suspected illegal aspects of the car, and must be signed by the driver registering the complaint. Only a driver who is competing that night, in that class, is eligible to protest. All protests will be answered in writing after the car involved has been checked out.

21. VISUAL OR MINOR PROTESTS: This visual or minor protest will be used when the violation can be detected or observed without the use of tools except for a tape measure. This protest will be used in the case of minor violations such as bumper height, body width etc. It does not include the use of scales, any illegal chassis components, or misaligned suspension parts, or internal engine, transmission, rear end or other drive line parts or components. Any car visually protested and found to be illegal can lose all points and money accumulated to that point in the race meet. No money is required for this protest.

22. ENGINE PROTESTS: Engine protests do not mean an automatic tear down. Only a competing driver of the class in question of that event has the right to fill out a protest form to have an engine torn down for the sum of $300.00. Cash must be presented to Track management before the start of the Feature Race the driver putting up the $300.00 must remain at the track until the tear down has been completed, which must be started within one hour of the completion of the Feature Race. Every effort will be made by the persons running tech to check the engine in question though other means then a tear down.  If the engine is found illegal $225.00 will be returned to the person who made the protest.  Should a tear down be the only way to deal with the engine protest and the engine is found to be legal then that driver will receive $225.00 from the tear down fee along with any amount for gaskets ( with receipts ) deemed reasonable by track tech staff.  This gasket cost will be paid by the driver making the request for the tear down. If this is not done by the next race event then the person who requested the tear down will have their car suspended until such time as all matters are looked after and the track officials are satisfied.   Should after inspection by other means or tear down an engine is found to be illegal then all illegal parts will be removed from the engine and becomes the property of Varney Speedway.  In the case of “crate engines” which are to be sealed and not tampered with except as described in the rules for classes running crates.  THE WHOLE ENGINE WILL BE DEMINED ILLEGAL AND WILL BE REMOVED FROM THE CAR AND BECOME THE PROPERTY OF VARNEY SPEEDWAY.

23. IN PROGRESS RACE DECISIONS: The starter will make decisions during the race. Any penalties imposed by the starter will not be subject to appeal. Special observers will be used to spot rough driving, passing under caution, or other infractions, and based on their observations the starter or observers may impose penalties either during or after the race. Restart positions shall be at the discretion of the Track officials before the race proceeds.

24a. RACE START: Any car that takes the original green flag in any race and leaves the track for repairs will be permitted to return to the race under yellow flag conditions only. This includes the display of the white flag indicating one lap to the green flag. Absolutely no pit stops allowed on the track surface or in the entrance to the pits; track officials may offer no assistance (i.e. pulling out rubbing fender, removing loose bumper or other part). Any car that does not take the original green flag will not be permitted to enter the race at any time. Once the track has gone green, no cars will be permitted to enter the race. Time limits for races may be enforced and will be 5 minutes in length for each heat race and 15 minutes in length for the feature race. Time limits may be used at the discretion of the head starter.

24b. GREEN FLAG: Start of race. Original Start: All cars must remain in line until the green flag comes out. Restarts: First lap accidents in all races will be a complete restart. All cars will be restarted in original position except those involved in the accident. This applies to all complete restarts. When a race is stopped after the completion of one lap, cars shall line up in the order in which they were running at the completion of the last full lap before being stopped; lapped cars will start at the back of the pack. Cars may begin passing as soon as the green flag is shown. The green flag will be shown as the cars are going through corner four. On restarts after the first complete lap, cars will restart three single file, and then doubled up. ABSOLUTELY NO PASSING UNTIL THE GREEN FLAG.  If you jump the lead car you will be automatically black-flagged. Cars entering the pits on a caution flag must return to the track before the leader goes into corner 3 after receiving the white flag (corner 2 flagmen's decision). Any car entering the pits will start in scratch position. Definition of Involved Cars: Any car spinning out, going backwards, or making contact with another car at or during the time of the yellow or red flag being shown. The only exception will be when cars become involved in the caution because of a substance on the track (oil or water). It will be the decision of track officials as which car (cars) caused the original caution. This rule shall apply at all times and include the final lap right up to the start finish line, and should enough laps have been completed for the race to be called a complete race, drivers will be scored and paid on the positions they would have held in a restart.

24c. YELLOW FLAG: Danger on the track. When the yellow flag is displayed, all cars will slow down immediately, and pull into line behind the car ahead. If two cars are running side by side when the yellow flag shows, the inside car shall take preference. Remember restart position will be based on the last completed lap. Please assist to make this race as sportsman like and professional as possible in this situation. If you are signalled by the starter, assistant starter, or one of the corner people to get into position while running under the yellow please do so. Should you refuse you could be black flagged from the race.

24d. RED FLAG: Bad wreck or extremely bad conditions on the racetrack. Stop your car as quickly and as safely as possible. Do not proceed to start finish line, but STOP immediately! Try not to block the track. When conditions are clear enough, the yellow lights will come on, and then proceed as you would for any yellow. A restart after a red flag is like any other restart, the line up will be based on the last completed green flag lap, with exception of those cars involved.  While the red flag is out drivers may not work on their cars with tools or have any member of their crew on the track. Cars are not allowed to travel to the pits on a red flag.  Failure to obey this rule will result in disqualification of the car.

 24e. BLACK FLAG WITH YELLOW CENTER: Pull to the infield or exit to the pits immediately, your car is possibly dangerous and may cause injury to yourself or one of your follow racers. If you have received the mechanical black flag in a feature race, you will receive points and money for your finishing position. The mechanical black flag will be shown for two consecutive laps, should you not obey it you will be black flagged.

 

24f. BLACK FLAG: You can receive the black flag for any of the following rule infractions: passing the pole position car either on the original start or a restart, rough driving, blocking, bumping, or any act detrimental to the rules of the Speedway. The black flag will result in you starting at the back of the pack in your next race. If you receive a black flag in a feature race you will start at the back of the pack for your next three races, plus lose your points and money for the night of the infraction.  The decisions made by track officials are final. The black flag will be shown for two consecutive laps, pull your car into the pits, should you not obey you could be suspended at management's discretion. If you cause the race to be stopped by disobeying the flag, you may be suspended.

24g. BLUE FLAG WITH ORANGE STRIPE: Passing flag. You are about to be lapped. DO NOT TRY TO RACE THE LEADERS! Hold a line, if you are high stay high even in the corners and allow the leader the low line. If you are in the low line stay there even in the corners and allow the leader the high line. Failure to obey will result in a one lap penalty for every lap flag is ignored, it could also result in a black flag to you. The decisions made by track officials are final.

24h. CROSSED FLAGS: Race is half over.

24i. TWO VERTICAL FLAGS: Two laps remaining.

24j. WHITE FLAG: One more lap before start of race or one more lap before end of race. Once the white flag is shown to the leader for the end of a race should something occur on the track that results in a yellow or red flag coming out the win will be awarded based on running position in the last completed lap. Should one of involved cars be the leader from the last lap the win will be awarded to the next leader who was not involved.

24k. CHECKERED FLAG: Race is over. Note: Two wheels must cross the finish line on the pavement in order to complete the race. Any contact spotted by track officials deemed intentional after crossing the line for the checked flag will result in a “black flag” for that car plus any other penalty assessed by track management. Any car that had contact made against it then retaliates (hits back or brakes hard causing contact) will be dealt with in the same manner as the person who first made the contact.

25. COMMUNICATION: No radios or electronic means of communication will be allowed in any race car with the exception of Varney's one way radios which are mandatory in all classes except for the Varney Late Models which are allowed 2 way radios.

26. TRACK SPONSORS: All race cars must display track sponsor decals on car in designated area.

 27. DRIVERS MEETINGS: There will be a Drivers Meeting at each race event and it is Mandatory that ALL DRIVERS attend. At this time, there will be no running of engines (generators or cars) so that information and instructions given to the drivers can be heard clearly by everyone.  Attendance may be taking from time to time in any given class should the “driver” not be in attendance at the driver meeting he will start at the back for both heats and the feature.

28. POST RACE TECH: Should any car(s) be disqualified in post race tech the field will move up the number of spots as there are disqualified cars.

29. TOW MONEY: In order to receive tow money your car MUST have made one complete lap under green that night. This means you cannot just take the green and come straight to the pits; it must be one full lap of the track under green in a heat or feature 

30. AWARDS BANQUET: A driver's awards banquet will be held within a few weeks following the completion of the racing season. A dress code will be in effect: no blue jeans, jogging wear or hats. Gentlemen are requested to wear a suit or dress slacks. Tickets will be available at the main kitchen or the track office in Fergus.                                                                   

31. END SEASON CHAMPIONSHIP: Each class will have an end season championship race. Only drivers which have competed in at least three regular season races for that class this year, may compete end season race event. The line up and points for the heats of the championship events will be the same as regular season heat races. Line up for the championship feature race will be in descending order of points. Points for the mid season championship feature race are the same as a regular feature. There are no points for the end season championship feature race. In the event of a tie for any of the positions the position will go to most feature wins. If there is a tie there then it will be determined by best finishes
 

31. The Management of Varney Motor Speedway reserves the right to all final decisions of any or all rules.

32. The Management of Varney Motor Speedway reserves the right to refuse entry or membership at any time without cause.

33. Note: The interpretation of rules will be solely up to the judgment of the officials in charge and the official's decisions will be final. “The rules and / or specifications set forth herein are designed to provide for the orderly conduct of racing events and to establish minimum acceptable requirements for such events. By making application for a competitor permit, it is deemed that the competitor agrees to become familiar with these regulations and abide by the directions set forth and prescribed by Varney Motor Speedway. No express or implied warranty of safety shall result from publication of, or compliance with these rules and / or specifications. They are intended as a guide for the conduct of the sport and are in no way a guaranty against injury or death to participants, spectators or others”.
